befc11b899 Fix cpu limit to report cpu shares. 
It is currently treating shares as millicores.

Changed 'CPU Limit 1.024 cores' to 'CPU shares 1024 shares'.

1fa48e8c39 Fix handling of cpumask for docker driver. Raw driver still reports all 
cpus. Will fix it to read cpumask for cgroup seperately.
