tun: use SockaddrCtl from golang.org/x/sys/unix on macOS

Browse Source 
Direct syscalls using unix.Syscall(unix.SYS_*, ...) are discouraged on
macOS and might not be supported in future versions. Switch to use
unix.Connect with unix.SockaddrCtl instead.
